Yes. However, for scale development papers to be appropriate for AMD they must be phenomenological in nature. That is, such efforts should be driven by anecdotal evidence about a phenomenon, with the goal of exploring data-based patterns to better define and capture the nature of the phenomenon, it’s distinctiveness from related phenomenon, and it’s nomological net. It should be clearly evident that the scale is addressing a phenomenon rooted in the real-world, is important to understand, and is poorly understood. See the following for an example:
