Given there are a limited number of outlets for exploratory work in management, we try to never close doors to authors with compelling exploratory data. Reject decisions are often made when the action editor does not have belief that the current manuscript will successfully make it through the review process in a timely fashion. That does not restrict authors from using the same data to submit a materially new manuscript to the journal using some or all of the same data. In such cases authors should address in the cover letter how the new submission is distinct from the prior submission and how the significant concerns from the prior version have been addressed.
